Background:
The Subject tract was constructed and operated
as a meat packing plant - bringing in pork and slicing it up and
packaging it for hams, bacon, and then shipping out the retail product.
In the beginning, there was no zoning in King George County. Upon
adoption of a zoning code, Subject was designated Agriculture Zoning.
As noted, above, the owner of Subject obtained
a rezoning to Industrial use, with proffers. The proffers are
conditions and limitations as to what can be done. The Zoning and
